Check 1 second sample rate with 15 min data push on AECOM Old Oak Common Project

AECOM require 1 second data for their analysis.  Longer term fix is that they use the 01 dB Cadence platform to store 1 sec data and Enbox use API to get the 15 min data.

Short term, in order to get the project working is to check whether 1 second data and 15 min includes 15 min overall data.
